Durant ses premières années colonialistes, l’Angleterre misait tout sur la conquête territoriale mais des missionnaires influents tels que Charles Grant ont vite attiré son attention sur la nécessité d’accompagner ses mouvements expansionnistes d’actions civilisatrices. Dans un article datant de 1797 et portant le titre « Observations on the state of society among the Asiatic subjects of Great Britain, particularly with respect to morals, and on the means of improving it », Grant assurait que l’Angleterre gagnerait à répandre sa civilisation dans ses territoires : « The communication of our light and knowledge to them, would prove the best remedy for their disorders, and this remedy is proposed, from a full conviction that if judisciously and patiently applied, it would have great and happy effects upon them, effects honourable and advantageous for us » (1). Ainsi pour Grant, faire rayonner la civilisation britannique dans les colonies allait non seulement ajouter au prestige de l’Angleterre mais il guérirait aussi les populations locales de leurs tendances anarchiques.
